Public Safety Policy and Strategic Planning

Policy and program development are essential components of a robust and compliant public safety regime in Canada. This course examines policy development across the pillars of public safety, and across the levels of government, and examines the mechanisms to analyze and evaluate policies to ensure compliance and operationalization of policy in the public safety context. Issues examined include the creation of commissions and inquiries, the jurisdiction and limitation of organizational policies, organizational change and revision of departmental procedures and organizational structure, and mandated inquiries to examine particular areas or issues. This course provides insight and analysis of emerging issues (e.g., privacy, biometrics, technology adoption, hiring and preferred qualifications, education, discrimination, unionization) to make recommendations for future policy.
