Homelessness and Criminal Justice in Canada

This course examines the intersection between homelessness and the criminal justice system along three dimensions. First, is the criminalization of homelessness and the ways the criminal justice system is used to systematically manage people who are homeless. Second, the criminal justice system creates the conditions that lead to homelessness. Third, public spaces are used to further the reach of the criminal justice system to marginalize people who are homeless. Students will engage in a critical analysis of the policy and practice implication of the criminalization of homelessness. Topics include ticketing panhandlers, discharging from correctional facilities into homelessness, and the regulation of tent cities.
